The basic principles are  that pass promises 0-7 points or 16+ points and a 1C opening 8-11 points any distribution not a normal opening bid. It is an attempts to put a barrier in the way of frivolous action after a 1C opening. (The odds are roughly three to one that the pass conceals the weak hand.)
